Dear members,

Welcome to the first edition of E-news for Term 4.

NOUS review of the UANP

In the past week, ELAA submitted a response on behalf of members to the NOUS led review on national funding and policy for education of children in the year before school – the Universal Access National Partnership (UANP).

ELAA raised seven recommendations in relation to the review, including:

  1. The review is informed by child centred, evidence-based principles
  2. The UANP provides an ongoing commitment to preschool education for children in the year before school
  3. UANP establishes a timeframe for children to access preschool in the two years before school
  4. UANP to provide an integrated framework for early childhood education and care
  5. UANP to ensure access to high quality services through the ongoing funding of ACECQA and funding to States and Territories to fulfil their regulatory responsibilities
  6. A review of the role of not-for-profit and for-profit services in the delivery of early childhood education and care
  7. The development of a comprehensive workforce strategy.

Stay tuned for further updates on status and outcomes in the coming weeks as sector consultation regarding the review of the UANP gains momentum.

VECTEA

Negotiation with the Australian Education Union (AEU) around the next iteration of the Victorian Early Childhood Teachers and Educators agreement is close to being finalised.  With claims for wage parity a major feature of the AEUs log of claims, next steps will involve engaging the State Government and Victorian Department of Education and Training on their commitment to funding the agreement.  ELAA remains committed to ensuring that both parents and employers are not adversely financially impacted by the implementation of the new agreement.

Portable Long Service Leave

Members are encouraged to stay up-to-date and prepare for the implementation, from 1 January 2020, of Victoria’s Portable Long Service Leave Scheme.   By now, early childhood education and care service providers should have registered their organisations with the scheme.  If you haven’t already, you can register at the PLSL Authority’s website where there are also details on October information sessions for employers.

Finally, don’t miss Anthony Semann facilitating an ELAA professional development session focused on Renewing the educational program and practice (QA1) from a team perspective. This is an essential component of the NQS and I encourage you to register for what will be a highly engaging session with Anthony.
