The 2024 kindergarten funding rates are now available on the Victorian Department of Education (Vic DE) website.

ELAA has met with the Department to share insights from our membership regarding their funding needs and ensuring that sector viability remains a priority. We would like to thank members who have provided feedback to date, and welcome future input to support our ongoing consultation with the Department.
VECTEA EA funding rates
For services under the Victorian Early Childhood Teacher Educator Agreement (VECTEA) or approved equivalent agreements, per capita EA funding rates for 2024 have increased by 2.5%.
Teacher supplement rates, including the 3.1 teacher level, have increased to accommodate award wage increases as a result of the Fair Work Commission’s Annual Wage Review, and teacher capability progression from Level 2.5 to 3.1. This ensures that standard VECTEA services will receive an additional $100 per Level 3.1 teacher, while rural VECTEA services will receive an additional $120 per Level 3.1 teacher.
Non-EA kindergarten funding rates
ELAA has been advised that non-EA per capita funding rates will remain unchanged from the 2023 Kindergarten Funding rates.
ELAA will be updating our budgeting tool to support kindergartens to budget and assist services who have decided to deliver Free Kindergarten. We will notify our members when the updated budgeting tool is available.
