The Federal Treasurer, the Hon. Jim Chalmers MP, released the Measuring What Matters national wellbeing framework on 21 July 2023.

When announcing the framework the Treasurer said, “Measuring What Matters helps us put people and progress, fairness and opportunity at the very core of our thinking about our economy and our society, now and into the future”.

The wellbeing framework is informed by five wellbeing themes:

  • healthy
  • secure
  • sustainable
  • cohesive
  • prosperous.

ELAA is pleased to see the Treasurer’s national wellbeing framework spotlight the important role the early years plays in setting a strong foundation for a child’s future wellbeing with the framework noting, “The early years are a critical window of opportunity to positively influence a child’s development, sense of identity, health, learning, safety and happiness”.

The wellbeing framework found that people who experienced childhood maltreatment were 2.8 times more likely to experience a form of mental health disorder than those who have not experienced maltreatment. This ties into the work ELAA’s Advocacy team have done with various stakeholders on the importance of early intervention and inclusion in the early years.

Measuring What Matters is the first step for Australia to measure the wellbeing of its population; the framework will continue to be refined and provide a useful tool to help inform policies and decision-making.
