ELAA would like to remind our members of a change to funded kindergarten place declaration.
From 2024, it is a requirement that all funded services use the Victorian Department of Education “one funded place” form for all children enrolled in a kindergarten program to confirm where they will access their funded program. This can be included in an enrolment pack in hardcopy or online, but it must be competed with a parent/carer signature (hardcopy or electronic).

It is the responsibility of service providers to ensure families understand they can only enrol their child in one funded kindergarten program at a time. Service providers are required to keep copies of the completed forms on record as they may be used to confirm funding entitlements where a child has enrolled at two services.
The forms replace the letters previously available on the Department’s website. There are separate forms for:
- long day care services (integrated programs) offering Free Kindergarten
- sessional services offering Free Kindergarten
- sessional services offering Free Kindergarten and programs of more than 15 hours
- services not offering Free Kindergarten.
