Advocacy & Representation

Members are at the core of our advocacy – we need your voice.   Be part of ELAA’s collective voice that advocates to all levels of government on issues that matter to the Early Childhood Education and Care (ECEC) sector. 

We speak directly to the Victorian and Australian Federal Government with the message that early childhood education and care service providers need ongoing, scalable funding to support Australian children to thrive in their early years. This is in addition to our long running advocacy for fairness and equity when it comes to children from vulnerable families accessing early childhood education and care link to our key Advocacy activities in 2023:  

  • supporting members to influence and plan for early childhood education reforms including the introduction of 30 hours of Pre-Prep by 2032 
  • initiating and contributing to initiatives to grow, retain and upskill the early childhood workforce 
  • collecting evidence to understand the cost of quality early childhood delivery and advocating for sector sustainability 
  • collaborating with other peaks and providers to improve access and equity in early childhood education

Member Reference Groups

‘Collaboration’ is the key word when it comes to the way ELAA does things. We work with members, other early years sector peak bodies, and governments to strive for excellence and equity in Early Childhood Education and Care (ECEC). Our reference groups give members the opportunity to actively participate in setting the policy agenda for ECEC in Australia.

Our Industrial Relations Reference Group, which is open to all members, works to inform members about key industrial and employment issues and to work with governments, regulators, stakeholders and unions to ensure IR policies are formulated and implemented to the mutual benefit of employers and staff.

ELAA also has a number of reference groups specifically to support Early Years Manager (EYM) organisations including:

  • CEO Group – recognised by Commonwealth and State Governments as an influential voice in ECEC policy and practice.
  • Early Years Management Reference Group –  informs the implementation of the EYM Framework, engages with the Victorian Department of Education and Training, and provides an effective and consultative forum for operational discussions.
  • Early Years Management Rural Sub-group – develops information, advice and tools for rural and remote services and shares practice knowledge and expertise for practitioners.

Our Member Solutions team members provide excellent advice as part of our regular phone and email advisory service but sometimes you need more intensive and sustained support to deal with a particular issue. An ELAA subject expert, or one of our consultancy partners, can work with your team to find sustainable and long-term solutions to industrial relations, conflict management, Occupational Health and Safety, governance, operational and other issues.
