01 MarBest Start, Best Life ECEC reform schedule and first consultation

The recently announced $9 billion Best Start, Best Life Early Childhood Education and Care reforms will roll out across Victoria between 2025 and 2032.  

The reforms will commence with a 16–30-hour program for Victoria’s most vulnerable children released in different regions each year.

On Friday, 24 February ELAA and the Victorian Department of Education and Training (Vic DET) co-hosted the first of five single topic consultations to help inform Vic DET with the upcoming reforms.  

The first consultation focused on High-Quality, Play-Based Programs. Members discussed what quality means to them before delving into a discussion on the considerations needed to maintain quality while operating a 30-hour program. Some topics covered during this consultation included: the importance of high-quality, play-based learning, a focus on connections and relationships, practical tools and resources, strengthened  inclusion support, early intervention and learning outcomes. This consultation also showcased examples of good practice which could be shared across the sector to inform sector wide change management.

At our quarterly meeting with Minister Stitt, ELAA provided the Minister with feedback from consultations, including the need to engage parents and teachers in change management and for differentiated support targeted to provider needs and capacity to navigate the scope of change.
