What is the Capability Assessment?

The Capability Assessment allows eligible Early Childhood Teachers to demonstrate to their employer well developed capabilities relevant to the professional standards of a Level 3 teacher. When an ECT successfully completes the Capability Assessment they will be rewarded with the progression from a level 2.5 classification to a level 3.1 classification. An ECT with a level 3 classification is considered to be an Exemplary Teacher. 

Capability Assessment Support Service

Do you have teachers that qualify to undergo the Capability Assessment? Are you looking for support with the process? Reach for the VECTEA (of a VECTEA mirror agreement) because you’re going to need to familiarise yourself with clause 50.3. This is the starting point. As the employer it is your Committee’s responsibility to conduct an internal Capability Assessment. But don’t worry, ELAA is here to help you.

Early Learning Association now offers support to committee’s/managers who are working with their eligible Early Childhood Teachers to gain the classification of an exemplary teacher. ELAA’s Capability Assessment Support Program for EYM’s and Committees of Management involves an ELAA team member with expertise in early childhood education attending your Capability Assessment panel. Our expert will assist with conducting a fair and transparent Capability Assessment through facilitated discussion with your management team.  An ELAA Consultant may make recommendations to the nominated representative/s of the Approved Provider present.

ELAA’s role will be to provide up to two hours support, which includes:

  • Pre-discussion with capability assessment sub-committee (or nominated management representative/s) prior to the capability assessment. This can include phone consultation prior to capability assessment.
  • Participation in the capability assessment via zoom or at the service. ELAA’s participation will be as a member of the panelist in a supportive role, participating in the collaborative discussion between the teacher and sub-committee. ELAA is not responsible for the final decision of the capability assessment, this decision will be made by the subcommittee.
  • Participate in the after-meeting discussion with the subcommittee.
  • Complete and provide a copy of Tool 6: Discussion Record
  • Assistance with development of questions

Capability Assessment Increment

Do you have Early Childhood Teachers (ECT’s) that successfully completed the Capability Assessment in line with phase 1? These teachers were due to increment to level 3.2 on the 1st of February 2023. Their classification and pay rate should have been adjusted accordingly. Those ECT’s that successfully completed the Capability Assessment after February 1st 2022 will increment on their 12-month anniversary date.

For services using ADP please be aware that ADP will need to be notified of the teachers’ eligibility to increment. This is not an automatic process. If the increment date has been recorded as a significant date there will be a warning of its approach on the Caution Exception Messages section of the Audit Report. Changes will apply from the first full pay period commencing on or after the increment date.
