An independent review (the Review) is being conducted into the national funding arrangements that support access by all children in Australia to 600 hours per year of quality early childhood education in the year before full-time school.

The Review, conducted by Nous Group, has been commissioned by State, Territory and Australian Government Education Ministers and is due to report in the first half of 2020.

The Review of  the Universal Access National Partnership (UANP) – formerly known as the ‘National Partnership Agreement on Universal Access to Early Childhood Education – will inform governments’ decisions about future preschool arrangements. Among other things, the UANP Review will consider of how to maximise preschool participation, particularly for Indigenous children, children in regional and remote areas, and children experiencing vulnerability and disadvantage.

Nous is inviting submissions from parents and carers, preschool and school staff and leaders, representative and peak bodies, early childhood education experts and researchers and others. Alternatively, you can also complete a survey on the UANP Review website . The public submission period opens 6 September 2019 and closes at 11.59pm (Australian Eastern Standard Time) 6 October 2019.
