ELAA CEO – David Worland

Dear members and supporters

In February 2019 ELAA launched a report into Early Years Management provider sustainability, titled Early Years Management: Achieving a sustainable service system.

The report highlighted significant risks to EYM provider sustainability …

due to increasing competition, regulatory burden and inadequate funding. Since publishing the report, I have met with a range of key personnel to try and improve the situation for EYM providers.  Meetings have occurred with:

-the Deputy Premier and Minister for Education, Mr James Merlino

-the Parliamentary Secretary for Early Childhood Education, Ms Sonya Kilkenny

-the Secretary of the Victorian Department of Education and Training, Ms Jenny Atta

-the Acting Secretary for Early Childhood Education, Ms Kim Little.

To date we have been unable to gain traction on our messages about the need to invest in the sectors Early Years Managers (EYMs).  Yesterday (3 June), at the ELAA CEOs forum meeting, both Ms Kilkenny and Ms Little joined the meeting for an hour to explore the issues impacting EYM provider sustainability.  ELAA will be actively ramping up its advocacy in this area in the coming months, with our goals of doubling the site funding for EYMs (with loading for EYMs working in rural areas or areas of social disadvantage), as well as introduction of episodic funding for EYMs experiencing significant financial difficulty.Stay tuned in the coming months for an update on advocacy outcomes.

David Worland, Chief Executive Officer, ELAA
