02 FebVECTEA Teacher Capability Assessment (Validation) – DET resources expected mid term-1

Members may have recently received notification from their teachers regarding the new validation requirements under the VECTEA, the Capability Assessment. Under the VECTEA 2020 and mirror agreements, employers must conduct an internal Capability Assessment for their eligible Level 2.5 teachers to progress to Level 3.1 (clause 50.2).

The Department of Education and Training (DET) is currently developing a comprehensive resource for the sector to assist employers and teachers with conducting this assessment, which is expected to be published shortly. Committees of Management and employers may elect to complete their reviews in mid-Term 1, once the DET resources have been made available to the sector.

Employers conducting the assessment after 1 February 2022 should be aware of arrears requirements. Employers are asked to provide arrears from 1 February 2022 for Level 2.5 teachers who have completed their assessment and were eligible to do so before this date.

Payment of a Level 3.1 classification for eligible 2.5 teachers who have successfully completed the Capability Assessment must be backdated to include Tuesday, 1 February 2022. ADP clients who pay in-arrears and whose full pay cycle commences on Wednesday, 2 February should contact ADP to provide a pay adjustment to include the 1 February date. ADP clients who pay-in-advance and whose next full pay cycle commences on 7 February 2022 should contact ADP to arrange a pay adjustment for the period of 1 February – 6 February at the Level 3.1 teacher rate.

Teachers who become eligible to undertake their Capability Assessment after 1 February 2022 do not qualify for arrears.

Employers or Committees who conduct the assessment without using DET’s resources are strongly advised to ensure consistency with the principles and requirements of clause 50.4 of the VECTEA.
