ELAA is here to help. Our PolicyWorks Catalogue Subscription provides templates to assist Early Childhood Education and Care (ECEC) services in developing and updating policies to meet legislative, regulatory and funding requirements. The PolicyWorks Catalogue contains a template of each of the policies mandated by the Education and Care Services National Regulation 168. It also contains templates of additional evidence-based policies ELAA considers essential to deliver quality ECEC. We have also included the new Child Safe Standards updates that came into effect in July 2022.
Our PolicyWorks Catalogue templates include:
- greater use of bullets and tables for easier reading
- clearer and more consistent information
- colour coded section icons for quick visual scanning
- colour coded links to internal and external content
- easily editable templates so you can customise each policy to your service.

The PolicyWorks Catalogue templates are reviewed by an Advisory Group made up of Early Years Manager representatives, individual service Committee of Management members, private and not-for-profit providers. We also consulted with relevant independent expert organisations including, but not limited to the Royal Children’s Hospital, the Victorian Department of Education and Training, the Department of Health, Cancer Council Victoria, the Victorian Child Information Sharing Division and other subject matter experts.
To support the usability of PolicyWorks templates and support accuracy and sustainability, ELAA has developed a comprehensive Definitions File. This document consists of commonly referred to terms used throughout the suite of templates, thus reducing the amount of text within each individual template. Terms that are specific to individual policies will remain under the Definition section of the template.
Active PolicyWorks Catalogue Subscribers will receive email notification when a policy template has been updated. All updates are recorded in the Table of Updates on the ELAA website.
ELAA has also created a self-paced video training module on how to use the new PolicyWorks catalogue and how to customise each policy template for a perfect fit with your service. To access this online training module, visit the ELAA website.
From April 2023, we will introduce a three-year review schedule. Each month you will receive an email to advise you which policies are currently under review and a follow up email informing you of any changes. This new model will support members with their policy review cycle, making it easier and more sustainable.
